District court judge finds Clark County ordinance on short-term rentals 'unconstitutional'

LAS VEGAS (KLAS) -- A district court judge has found a Clark County ordinance on short-term rentals "unconstitutional." The court is reviewing it and putting several ordinances on hold in the meantime. However, many are breathing a sigh of relief as the preliminary injunction gives short-term rental hosts hope that they will be able to stay in business. Abbey Payne is a cheer mom visiting Las Vegas for a cheer competition and for several years she and her family have been staying at a short-term rental. "We don't have to worry about the kids running down the hall of a hotel and save money," Payne said. "Just sharing the cost and it is more reasonable." She said not only is it convenient to have all the kids in one place, but it feels safer too. In June, a county ordinance was passed with certain regulations in place preventing several hosts from operating successfully. LAS VEGAS (KLAS) -- Fighting crime is not a one-man job, it takes recourses from all over to keep the street safe in Nevada. Crime Stoppers is an organization that helps stop crime with the community's help. Richard Galvin the vice chair for Crime Stoppers of Nevada said that every bit of information coming from the public helps. "It is a citizen, media, and law enforcement cooperative program intended to include the public in fighting crime," Galvin said."It's a great way for people to feel secure in getting valuable information to law enforcement." Crime Stoppers originated in the 1970s and turned into a national platform with various counties within states having their own Crime Stoppers chapter.  The 2022 numbers from Crime Stoppers of Nevada are proof that the organization is helping combat crime. LAS VEGAS (KLAS) -- An African American architect who left his mark in the Silver State was honored in Las Vegas on Saturday when Feb. 18 was proclaimed as Paul Revere Williams Day. Nicknamed “the architect of the stars,” Williams was born in Los Angeles in 1894 and designed homes for celebrities such as Frank Sinatra, Cary Grant, and Lucille Ball, and Desi Arnaz. Architect Paul Williams (in a photo thought to be from the 1940s or '50s) developed the ability to sketch buildings upside down to accommodate white clients who might not want to sit next to him. Yet, it was Williams's projects in Nevada that have been impactful in not only extending his legacy beyond Southern California but also in shaping modern-day Las Vegas. “It was not just him being architect to the stars, it was also making sure everyone enjoyed the comfort of a home. LAS VEGAS (KLAS) -- Las Vegas police are searching for a missing endangered teenager who was last seen in the central valley. Keyshaun Murray, 13, was last seen Saturday around 7 a.m. near the 1200 block of West McWilliams Avenue near Washington Avenue and MLK Boulevard. He is described as 4'11'', 90 pounds, with brown eyes, and bald. Murray was last seen wearing a green puffy jacket, black sweatpants, and black and white Crocs. Man hospitalized after hit by train in central Las Vegas valley

LAS VEGAS (KLAS) -- A man has sustained serious and life-threatening injuries after he was hit by a train in the central Las Vegas valley, according to police. On Saturday around 2:06 p.m. a Union Pacific train was traveling south near West Wyoming Avenue and Industrial Road when they saw a man standing next to the tracks, police said. According to police, the train blasted the horn multiple times and hit the emergency brake. However, the side of the train hit the unhoused man causing him to sustain serious and life-threatening injuries. The man was brought to University Medical Center. Voucher program to cut costs for electric trucks, buses introduced at Nevada Legislature

LAS VEGAS (KLAS) -- How long before EVs are part of your life? Carbon-footprint evangelists and people who can afford new electric vehicles are already on board, but another nudge toward the future could be coming as medium- and heavy-duty electric trucks become more common. A bill introduced Thursday at the Nevada Legislature would create an incentive program that offers vouchers to be applied toward the purchase of these trucks. The Clean Trucks and Buses Incentive Program will be funded by the federal government and is expected to be available starting early next year. Assembly Bill 184 (AB184) provides the framework and some rules that will be in place once federal money becomes available. You've already heard about a Clark County School District electric bus . Las Vegas City Council OKs site plan for new library for Historic Westside

LAS VEGAS (KLAS) -- Chances are pretty good that the Historic Westside will be getting a brand spanking new library. The Las Vegas City Council has approved a site development plan for a new Las Vegas-Clark County Library District facility west of Martin Luther King Boulevard, about 400 feet south of Mount Mariah Drive, with the opening as soon as 2025. KME Architects, a Las Vegas firm, is designing the two-story, 40,420 square foot library, and the council gave its OK Wednesday to waive landscape buffer requirements. Instead of the required 15-foot buffer width in the front of the building, a 13-foot width was approved. The city shared drawings on Twitter of a library planned for the Historic Westside. Bank robber who escaped federal custody in Indiana arrested in Las Vegas

LAS VEGAS (KLAS) -- Police in Las Vegas have arrested a man who was serving a 120-month sentence for an armed bank robbery, escaped federal custody and was on the run for a week, documents said. In May 2015, A judge sentenced Michael Eberle to 120 months in federal prison for armed bank robbery. In June 2014, Eberle robbed a bank in Harlan, Indiana, documents said. Eberle showed the bank employees a gun, demanding money. Eberle later bragged about the armed robbery and said he burned some bills the bank was planning to destroy, documents said. Eberle, 37, was due to be released from federal custody on Aug. 9, 2023. In early December, The Bureau of Prisons transferred Eberle to a resident reentry center in Michigan City, Indiana, documents said. On Jan. 27, Eberle signed out to go to work, documents said. His employer later informed employees at the resident reentry center that he did not report to work. Staff later found Eberle had removed his ankle bracelet. On Feb. 5, Las Vegas

Restructured school boards proposed for Clark, Washoe counties in AB175

LAS VEGAS (KLAS) -- Legislation introduced Wednesday in Carson City looks to carve up the Clark County School District (CCSD) -- but only for school board positions. Assembly Bill 175 (AB175) would blow up the current methods for choosing school board members in Clark County and Washoe County. The CCSD Board of Trustees would go from seven elected members down to four. In addition to the four elected board members, one board member would be appointed by the Clark County Commission, and two more board members would be appointed by the two biggest cities in the county -- Las Vegas and Henderson. After all is said and done, it's still a seven-member board, but the county and the cities gain a bigger voice over education. Similarly, the Washoe County School District board would be remade. Nevada lottery proposal would fund mental health programs, but requires change to constitution

LAS VEGAS (KLAS) -- A proposed amendment to the Nevada Constitution would open the door to establishing a state lottery. Citing the need to raise money to fund youth mental health programs, Democratic Assemblyman Cameron "C.H." Miller on Thursday proposed the change. It would repeal the portion of the constitution that prohibits a lottery. Casino and Resort companies have opposed previous efforts to create a state lottery. “The last few years have shown us how critical mental health care is and that our current infrastructure is woefully inadequate,” Miller said in a news release announcing the proposal. “This constitutional amendment authorizing a lottery and dedicating the revenue to funding for youth mental health is a common sense solution that will help the many Nevada youth who are battling mental health challenges, just like I did as a child. Nevada legislation would require cameras in special education classrooms

LAS VEGAS (KLAS) -- Surveillance cameras will be installed in special education classrooms if a bill introduced Wednesday at the Nevada Legislature wins approval. State Senator Scott Hammond, a Republican who represents District 18 in the northwest Las Vegas valley, introduced Senate Bill 158 (SB158), bringing back legislation that was introduced in 2021 but failed to pass. The lack of video evidence has come up in child abuse cases, but the bill covers only public schools and charter schools -- not daycare businesses. 8 News Now talked to Hammond during an investigation into a teacher who was still licensed despite convictions involving abuse of six children with special needs. At the time, the Clark County School District said it was too expensive to put cameras in classrooms. LAS VEGAS (KLAS) -- Bridging the mental health gap when it comes to people of color was the main topic at the Psychopharmacology Update hosted by the Nevada Psychiatric Association.  "Our resistance is our resilience," said Dr. Mary Roessel. Rossel is a Navajo psychiatrist focusing on the healthcare treatment of Native Americans. She said the economic impact of COVID-19 put a strain on the indigenous community. "It really came to light all of these issues around inequities, poor access to care and poverty rates were over two times higher in indigenous people here in the United States," Roessel said. "It really came to light that all of that was impacting us in our ability to handle the pandemic when it arose." Dr. Francis G. Lu is a psychiatrist affiliated with U.C. ACLU calls for termination of CCSD police officer, DA to investigate after excessive force accusations

LAS VEGAS (KLAS) -- The American Civil Liberties Union of Nevada is calling for the Clark County District Attorney to investigate a CCSD police officer who was accused of using excessive force on a student. The incident, which was captured on cell phone video, happened Thursday near Durango High School. The ACLU is representing the two students involved in that confrontation with the Clark County School District Police Department. Athar Haseebullah of the ACLU said the incident is not an isolated one and accuses CCSDPD of a pattern of violence against students. “Do individuals, do people have to die in order for there to be an actual investigation? We don't want to see any of our students’ names at the end of a hashtag. That unfortunately seems like the only way to get a response when it comes to accountability,” Haseebullah said. LAS VEGAS (KLAS) -- An Indiana man is facing charges of burglary while in possession of a deadly weapon and robbery after threatening workers and snatching cash from a Pahrump business, the Nye County Sheriff's Office said Wednesday. Detectives arrested Michael Duren, 47, while he was a patient at a Las Vegas hospital on Tuesday night, according to the department. He is being held on a bail of $12,000, cash or bond. Businesses prepare for profit possibilities during Las Vegas’ first Super Bowl in 2024

LAS VEGAS (KLAS) -- Millions of Nevadans shelled out millions of dollars to watch Sunday’s Super Bowl. When it’s in town next year, businesses are expecting an even bigger touchdown in profit. This year, the Retail Association of Nevada (RAN) predicted 1.9 million Nevadans would tune in. Collectively, they predicted that to translate to nearly $160 million worth of spending on food, TVs, furniture, and team merchandise. Per-person spending is up too, as the National Retail Federation found through a recent survey that average national viewer spending reached $85.36 this year, an over 8% increase from the reported $78.92 last year and nearly a dollar short of the reported amount pre-pandemic. Furniture safety campaign urges parents to take action, secure homes

LAS VEGAS (KLAS) -- Making furniture safer for families with little kids is one of the many goals of the Consumer Product Safety Commission. 8 News Now takes a look at what has been done to increase safety and what part parents and guardians need to do. Part of the consumer CPSC's "Anchor It!" campaign is showing real footage of children having close calls with falling furniture that could have been fatal. The CPSC began the awareness campaign in 2015 by working with families who experienced such frightening incidents to help others avoid the dangers of falling furniture and televisions. "It can only take a second for a toddler to reach, try to climb something, and tragedy strikes," CPSC Director of Operations Pam Springs said. LAS VEGAS (KLAS) -- Jennifer Best is living another day of agony without her 26-year-old son, Collin Best.  "I am not going to give up until I find my son," Jennifer said. With pipeline fixed, Las Vegas attention now on gas prices

LAS VEGAS (KLAS) -- A gas pipeline leak impacting fuel shipment from California to Las Vegas led many drivers to panic buy fuel over the weekend. Now drivers are on the hunt for cheaper gas prices. We talked to a driver named William at a gas station near Flamingo Road and Paradise Road. He said, "I think $4.10 is what I put in yesterday morning or $4.05. This should get me almost home." According to John Treanor with AAA, the average price of gas in Nevada is more than $4.00. "Last week we were at $4.03 now we're at $4.14 so we saw an 11-cent jump from last week to today," Treanor said. "Yesterday we were at $4.13 so we jumped a penny overnight. Now that is completely opposite from what we've seen in most parts of the country where we've seen prices really ease up and drop about 3 cents for over the weekend. LAS VEGAS (KLAS) -- A warrant has been issued in Montana for Nathan Chasing Horse, the former "Dances with Wolves" actor accused in a sexual predator investigation. The charge -- aggravated sexual assault of a child -- was filed in Fort Peck Tribal Court. The warrant was signed by a judge on Feb. 10, the 8 News Now Investigators have learned. This is the latest in a series of charges against the actor after his Jan. 31 arrest in North Las Vegas made international headlines. Chasing Horse, 46, is accused of sexually assaulting indigenous women and children for at least two decades in various locations in the United States and Canada, using his position as a "Medicine Man" to target alleged victims. Chasing Horse is the leader of a cult known as "The Circle," according to Las Vegas Metro Police. Nye County Sheriff: Man with crowbar threatens workers, snatches cash from Pahrump business

LAS VEGAS (KLAS) -- A man walked into a Pahrump business Sunday and threatened workers before snatching cash from the register, the Nye County Sheriff's Office said. The office released photos of the suspect, a white male possibly in his 40s, taken from video surveillance at the business near State Route 160 and Basin Avenue. Detectives said he threatened employees with a crowbar shortly after entering at about 11:15 a.m. He then snatched the cash and fled on foot. The man appeared to be white and in his 40s. The man's hoodie had a "California" emblem. A man wearing black clothing, including a dark hoodie, threatened employees and snatched cash from the register, the Nye County Sheriff's Office said.
